Taylor Borough Abandoned Mine Reclamation Project

Berner Construction was awarded a contract from the PA Department of Environmental Protection, Bureau of Abandoned Mine Reclamation, to reclaim an abandoned strip coal mine site located in Taylor Borough, Lackawanna County, PA. The scope of work for this project included eliminating a vertical mine shaft, grading dangerous mine refuse piles, demolishing the structural remains from the Moffat (Taylor) Colliery, backfilling against a dilapidated railroad-tie retaining wall, removing an abandoned railroad trestle, and restoring an impaired section of Keyser Creek that traverses the project area.
The 85 acre site is located on land that is owned by the Taylor Borough. Once the area is reclaimed and restored, Taylor Borough will develop the property.
The project activities included clearing and grubbing, implementation of the Erosion and Sedimentation Control Plan, abatement of the asbestos material associated with the Colliery ruins, removing structural debris, backfilling and grading approximately 650,000 cubic yards, construction of drainage conveyance channels, repairing a section of Keyser Creek, and site restoration (seeding).
As required by the project sequence, the reconstruction of section of Keyser Creek that transversed the site was initiated prior to the start of intrusive activities at the site. Approximately 17,500 tons of rip rap was placed to rebuild the channel. The Breaker Ruins were demolished and the materials segregated for recycling, backfill, or salvage. The Taylor Borough requested the salvage of several items that had historical or architectural significance related to the Moffat Colliery.
A crane with a clam shell bucket was used to clear and then backfill the abandoned vertical mine shaft on the site. Over 800 cubic yards of material was removed using the clam shell. The shaft was then backfilled with suitable material from the site using the clam shell bucket.
This project started in April 2009 and was completed in January 2010.
